To provide professional Human Resource solutions to line managers in order to galvanize the energies of all NAPSA employees towards achieving corporate goals.
Key Responsibilities
Assists in formulation, development, implementation and review of Human Resource manuals, policies and procedures in conjunction with functional and Line Managers
Advises management and staff on Human Resource policies and procedures and all other HR-related issues and challenges
Advises and shares Zambian labour laws with management and staff
Assist in the development of health and safety standards for the benefit of staff
Advises functional managers on best practices in resourcing methods and procedures in order to recruit the right people for the jobs
Prepares demand and supply forecasts for staff requirements in terms of numbers, skills and competences are effectively done
Carries out staff promotion and succession plans in conjunction with Heads of Departments and provides career coaching to all staff.
Produces action oriented reports on employees’ exit findings.
Supervises Performance Management Systems in order to contribute to the achievement of overall objectives of NAPSA
Acts as custodian of the disciplinary and grievance procedures
Provides advice on employee industrial relations and initiates effective communication systems to ensure that a conducive working environment is created
Manages and provides advice on all employee relations matters
Facilitates the process of learning needs identification through PMDS process, the Strategic Plan, Job Analysis and Job Evaluation
Provides advises on suitable training intervention to functional and line managers
Coordinates the training and development activities in the Authority
Summarizes and consolidates performance management and development results and produces action-reports to address issues arising therefrom
Conducts salary surveys and conditions of services to determine the market rates and make appropriate recommendations
Ensures that human resource support services such as leave administration, HR statistics and information are provided
Assists in initiating and implementing departmental HR-related change programmes
Undertakes action-oriented research in human resource issues and challenges
Minimum Qualifications
Grade 12 Certificate with 5 ‘O’ levels with Credit or better, including English and Mathematics;
Degree in Human Resource Management, Social Science or equivalent.
Masters Degree in Human Resource Management or a relevant business-related field of study is an added advantage.
Full Member of the Zambia Institute of Human Resources Management (ZIHRM) with valid Practicing Certificate.
Minimum Experience Required
Not less than seven (7) years of HR generalist experience at management level in an organisation of similar size.
